The earlier two volumes of Readings on Minorities: Perspectives & Documents (1996) were well received in the country. They have been found useful by researchers as well as by those involved in advocacy of minority rights. The present volume deals exclusively with minority right to language, education and culture, bringing together papers on the subject by renowned experts and international and national documents from 1960s to 2001.

Multiculturalism is the hallmark of our times, celebrating diversity as a source of enrichment and stability. Article 27 of the International Covenant on Civil and Political Rights provides legal framework for multicultural policies to be adopted by member States. The UN Declaration on Persons Belonging To…….Minorities, and subsequent commentaries and explanations have clearly spelled out the obligation of the States to take special measures for creating conditions favourable for minorities to fully enjoy their educational, cultural and religious rights. It has been affirmed that such an arrangement ensures political and social stability of the country. In India, however, we are faced with a situation arising from policy directions on education and culture which are being perceived by minorities as assmilationist. How to reconcile the claims of Indian civilization aspirations with those of minorities to preserve their distinct identity is a challenge to educationists as well as to Constitutional law.

The present volume brings under critical scrutiny the process of the framing of the Indian Constitutional provisions on language, script, culture and education, pointing out how they need to be brought into conformity with international standards.

The Editor: Professor Iqbal A. Ansari, retired from Aligarh Muslim University as Professor of English in 1995, is Visiting Professor at Centre for Federal Studies, Jamia Hamdard University, New Delhi.

Professor Ansari has contributed a large number of articles to books, periodicals and newspapers. He is actively associated with the human rights movement in India. He has been a member of the UGC Panel On Human Rights Education. He is the founder Secretary – General of the Minorities Council. He prepared a Report on Communal Riots: Prevention and Control, which the National Commission For Minorities, approved and sent for action to the Union & State Governments in March 1999.

Professor Ansari edits a quarterly bulletin Human Rights Today.
