The
biannual meeting of the Governing Council of the IOS was held on 8.3.2003
at the Headquarters. The following were present: -
The proceedings started with the recitation of some verses from the Holy Quran by Dr. S. Karamatullah Bahmani. Before taking up the Agenda items and starting the business, the Chairman, welcomed the members. Condolence resolutions on the sad demise of Prof. K.G. Munshi, Coordinator, Ahmedabad Chapter of the IOS and Prof. Ziaul Hasan Nadvi, Member of the Academic Committee of the IOS were passed. Prof. Z.A. Nizami was requested to forward the condolence resolutions to the families of the departed souls. Thereafter the meeting took up the agenda. The minutes of the G.C. meeting held on 31.8.2002 were read out and confirmed. Regarding
the textbook on Islamic Law, the Chairman apprised the members of the
latest position. For
expediting the work on the project, the Chairman approached Prof. Khalid
Rashid, International Islamic University, Malaysia who has kindly
consented to take it up. The progress with regard to the preparation and publications of books under “Empowerment Series” was discussed. It was noted that since the work was not completed by 28.2.2003, the Chairman has taken special interest to expedite the preparation of volumes. He may discuss the matter on individual basis with the authors and it is expected that the volumes would be ready by the end of March, 2003. With
regard to IOS’s cooperation with other NGOs the G.C. was informed that
Prof. Z.M. Khan has organized meetings with persons like Mr. Rawat and
that he has also attended meeting of FIAN to push the work.
Prof. Z.M. Khan informed the meeting that a CD on the subject has
been obtained. It was decided
that the copies of the CD be prepared and supplied to all the Convenors of
the Chapters so as to decide the future course of action by the IOS. A
small committee of the following was also constituted with the sole
purpose of deliberating on the subject and suggesting the future line of
action by the IOS for better collaboration with the NGOs :- 1. Prof. Z.M. Khan Convenor 2. Mr. Mahmood Ali 3. Dr. Ishtiaq Danish 4. Prof. Z.A. Nizami 5. Prof. Ishtiaq Ahmad The
reports with regard to holding the Shah Waliullah Memorial Award and Essay
Writing Competition were noted. The Chairman was authorized to take
further necessary steps so that the Award Giving Function is held as per
decisions already taken by the Board for the Shah Waliullah Memorial
Award. With
regard to the proposed lecture series on Indian constitution 12 topics
were finalized. This
programme will be organized in different parts of the country. The
Convenors of various Chapters of the IOS were requested to go through the
12 topics given below and select one or more of them for holding the
lecture at their places: 1.
Constitutional Guarantee of Multiculturalism: Implications for law
& Policy. 2.
Article 21: Judicially Derived Rights As Fundamental Rights. 3.
Non-Discrimination and Pluralism: Durban Declaration’s Mandate. 4.
Inadequacy of Protection of Minority Language, under the Indian
Constitution. 5.
Directive Principle of Uniform Civil Code and the Group Right to
Culture. 6.
The Constitution, Minorities and the Judiciary. 7.
Article 22 and Requirements of the Human Rights Standards under
ICCPR. 8.
The NCRWC and the Fundamental Rights. 9.
The International Bill of Rights and the Indian Constitution. 10.
Affirmative Action under Articles 15 (4) and 16 (4) and Minorities. 11.
International Human Rights. Norms
for Protection of Minorities and the Indian Constitution. 12.
Right to Equality and Non-Discrimination: Institutional Mechanism
for Effective Realization. The
progress with regard to the project on ‘Islamic Heritage’ was noted.
Dr.
Shaukat Ullah Khan is already on the job and would soon be preparing the
necessary details for the consideration and approval of the GC. The
GC noted the follow up report about starting a regular column under the
head of ‘Current Affairs on the IOS Web-site.
It noted with satisfaction that 3 follow up meetings were held.
It was also reported to the GC that within 2-3 months it will be
finalized. It was informed
that efforts will be made to have 15 Articles in a month and also
important topics/issues will be updated as per needs. The Chairman also informed that the IOS Web-site has 3.5 lakh
hits and is fast achieving reputation for its utility in various fields. The
GC approved the proposal for organizing an annual lecture on Late Janab
Qazi Mujahidul Islam Qasmi on 4.4.2003 and also authorized the Chairman,
to finalise the relevant rules and regulations for establishing Qazi
Mujahidul Islam Foundation.
The
report of the Secretary General’s visit to Chapters of Calicut and
Chennai was considered and it was resolved that the Convenors of all the
Chapters may glance through it and favour the Headquarters with their
comments and suggestions if any to bring about any further improvements in
the position of their respective Chapters. A
report on the working plan for activizing the Academic Committees was
considered. There was a
fairly lengthy discussion on the subject.
In the end, the Chairman, directed the Administrative Officer to
collect all previous decisions/ recommendations/ made in the previous
meetings with regard to the working and improvement in the performance of
the Academic Committee of the IOS and to put up all those details in a
tabulated form within one month. A
sub-committee of the following was also constituted to look into the
matter and submit their recommendation to the GC to achieve better results
and better working of the Academic Committees : 1.

GC approved the proposal of holding the future Awqaf Seminar at Bhopal and
Hyderabad provided the local bodies come forward to cooperate and also
approve the creation of a special cell to monitor the matter, at the
Headquarters. The meeting then came to an end with a vote of thanks proposed by Prof. Z.M. Khan, Secretary General of the Institute. |
