The Editor:Professor Iqbal A. Ansari, retired from Aligarh Muslim University as Professor of English in 1995, is Visiting Professor at Centre for Federal Studies, Jamia Hamdard University, New Delhi.

Professor Ansari has contributed a large number of articles to books, periodicals and newspapers. He is actively associated with the human rights movement in India. He has been a member of the UGC Panel On Human Rights Education. He is the founder Secretary – General of the Minorities Council. He prepared a Report on Communal Riots: Prevention and Control, which the National Commission For Minorities, approved and sent for action to the Union & State Governments in March 1999.

Professor Ansari edits a quarterly bulletin Human Rights Today.

OBJECTIVES OF THE BULLETIN

To The Readers

The first issue of the quarterly Bulletin is in your hand.Our effort will be to publish it regularly raising human right issues and concerns in their proper perspective,paying special attention to the rights of the disadvantaged and vulnerable groups.We are committed to the view that human rights are universal,indivisible,interdependent and interrelated,though in certain areas of cultural rights it must be born in mind that in the name of universalism we are not extending support to imposition of one particular set of preferred social-cultural norm of any dominated group.Moreover every country or even segment of the large society in a country like India has to adopt its own strategy of implementation of the scheme of right fixing its own priorities through the Constitutional legal and institutional mechanism for protection of rights will be common.This position is in consonance with the Vienna Declaration,1993,which says "While the significance of the national and regional particularities and various historical cultural and religious background must be borne in mind,it is the duty of States,regardless of their political economic and cultural systems,to protect all human rights and fundamental freedoms."

Human Rights Movement like every universal ideology,has to face this problem of the universal and particular.The two have to be harmonized,which requires defining the legitimate area of national ,ethnic and religious particularities.In our view,while there is no scope for crude relativism of human rights often championed by certain governments including that of India,the domain of the family belongs to the area of universal-specific accommodation.Moreover reasonable limits to freedom of expression may vary from society to society,though not in the name of social,economic or political conditions,but in the domain of. what is viewed as sacred.

Given this framework of universal-particular,Indian human rights movement has to rethink and reformulate its entire methodology of work.Even the unquestionable universal right to equality requires a country specific strategy of equalisation of status and opportunity for all through a sustained process of empowerment of the weak and vulnerable in India.This will require making "Discrimination "an important issue,which is absent from the scene.

It will be our endeavour to make the Bulletin a forum for discussion on all relevant issues including intra-societal violations of rights and the issues related to human rights education.In this issue there are numerous pieces in my name,for which I seek your indulgence.The reason lies in our not receiving in time articles from friends who were expected to write.We invite you especially those involved in human right activism,social work or teaching and research in the area of human rights,to contribute articles based on data,analysis,reports field work or scholarly research,or just well informed opinions and critiques.We should like to introduce from the next issue columns like Book Review &Forum/Letters for the readers to express their opinion and comment on what appears in the Bulletin or what happens around.

All contributors must be of appropriate length depending on the topic,from 400 words to 2500 words.It may be even longer if required.
